| Beginning November 1, 2026, Judge Kehoe will require all initial appearances in Protective Order matters to be made in person, live in-court; not by remote video-conferencing. Those parties who wish to maintain an alias Emergency Protective Order after the initial appearance but before service has been made on defendant may appear by videoconference until service on a defendant is made. Once service has been made on a defendant, all hearing participation will be live in-court. Judge Kehoe will maintain the power to authorize video-conference participation for any initial appearances and hearings made after service on a defendant where a substantial need is demonstrated by the requesting party and a proper request is made pursuant to Rule 34 of the Rules for District Courts of Oklahoma. • Please note 20 O.S. § 130, wherein video-conferencing is permitted in civil and criminal proceedings in Oklahoma district courts. • The use of remote video is further governed by Rule 34 of the Rules for District Courts of Oklahoma (Title 12, Chapter 2, Appendix), which gives judges discretion regarding remote appearances. • Parties typically must file a 30-day notice of intent to use video-conferencing for testimony or appearances, and opposing parties have 10 days to file an objection. |
